You never know when you will be faced with the challenge of dealing efficiently with unexpected events that seriously disrupt normal services.

UK health services have experienced a variety of emergencies which have challenged their emergency preparedness and business continuity plans.

Unexpected natural disasters such as fires, floods, power outages, communications and IT failures are a significant risk, as experience demonstrates their impact should not be underestimated.  Equally the country is on substantial terrorist alert which creates its own challenges. Lessons learnt from historical events show that being prepared for emergencies ensures prompt and effective recovery of services and therefore their survival!

This one day Conference will enable managers to discuss and share with multi-agency professionals their experience of dealing with challenging emergencies, highlighting the benefits of integrated emergency management.  A common theme will be the importance of being prepared for the unexpected ….. On 25 June 2011 a fire caused by an electrical fault in a chiller unit in the hospital shop caused £1.8m damage to the front entrance of Chesterfield Royal Hospital. This presentation shows the impact of a fire on emergency planning and how the investigation by the Fire Authority has been handled by the Trust

By utilising a case study of an actual emergency incident and linking it to the learning outcomes of a hospital exercise (‘Command Challenge’, May 2011) we will reflect on the roles of senior managers in a multi-disciplinary team highlighting where problems occur and ways by which such problems can be avoided. We will then conclude on how the Command & Control process works within the context of the Estate & Facilities environment.

About the Speakers

PAM MILLER
Associate Director of Facilities, The Pennine Acute Hospitals NHS Trust

Pam Miller is the Associate Director of Facilities at The Pennine Acute Hospitals NHS Trust which comprises 4 acute hospital sites with over 2000 beds and 9000 staff. Pam is responsible for a wide range of traditional facilities services including Catering, Switchboard, Porters, Laundry, Cleaning, Transport, Accommodation, Security, Car Parking as well as Occupational Health and Emergency Planning.  Pam has worked in the NHS for 28 years at Trust’s in Wales, Bradford and Leeds and has held her current post since 2003. Pam has throughout her career also been heavily involved with the Hospital Caterers Association which culminated in her becoming National Chairman in 2000.  This was an exciting time in the HCA’s history and Pam was heavily involved in the ‘Better Hospital Food Programme’ which was formed as part of the NHS plan. Pam was awarded the HCA Personality of the Year and Cost Sector Caterer of the Year in 2003. 

FRANK WHITEFORD
Associate Director - Health Service Resilience, NHS North of England

Frank Whiteford is the Associate Director of Health Service Resilience at NHS North West, one of the largest Strategic Health Authorities in the country.  He has been in the NHS for 32 years and spent 30 of them with the Ambulance Service in Greater Manchester and Lancashire.  He has been involved in Emergency Preparedness for the past 20 years. He has taught Emergency Preparedness in Brazil, Kuwait and Spain as well as the UK both to civilian and military personnel.  He chairs the SHA Emergency Preparedness Leads Group and is the Regional Flu Pandemic Lead.

ANDREW JONES
Director of Allied Clinical and Facilities Services, Chesterfield Royal Hospital NHS Foundation Trust

Andrew is a facilities management professional having spent over 30 years within the NHS. He originally commenced in Sheffield and spent time working within Human Resources and business management at the Northern General Hospital as well as managing the soft services at that site. In 1991 he moved to Chesterfield as Hotel Services Manager and has spent his time at the Royal Hospital managing the Estates and Facilities Services.  Andrew is currently the Director of Allied Clinical and Facilities Services a role that combines responsibility for all of the estates and facilities management functions as well as the allied healthcare professions and pharmacy at the Trust. In addition Andrew project directed the trust NHS Foundation Trust application in 2004 which culminated in Foundation status being granted for Chesterfield Royal Hospital from 1 January 2005. As a board member Andrew carries lead responsibility for food, cleanliness, health and safety, the estate and procurement amongst other things! He was National Chair of HefmA from 2004 – 2006 and has been Secretary, Vice Chair and Chair of the Trent HefmA branch and in addition has also been part of the steering group at Sheffield Hallam University Facilities Management Graduate Centre. He is also Executive Director Patron for the Association of Healthcare Cleaning Professionals. Away from work Andrew will admit to following the fortunes of Sheffield United!

ALLAN CORDWELL DipHEP, Dip PNS, R.N.
Emergency Planning Manager / CBRNE & Hazmat Tactical Coordinator, The Pennine Acute Hospitals NHS Trust

Allan’s NHS career commenced with the post of Emergency Department Nurse in 1997 in Bury, Greater Manchester. He rose steadily through the ranks to achieve the position of Senior Chargenurse in 2006. Part of his clinical role during this time was the development of emergency systems of management and training in relation to chemical and radiological contaminated patients, which was reinforced during his military deployment to Iraq with the Territorial Army in 2003 during ‘Op Telic 1’. Allan accepted the opportunity to undertake the position of Emergency Planning Manager at Pennine Acute Hospitals NHS Trust in June 2009 after a six month secondment in the role, and he was successful in achieving the Health Emergency Planning Diploma at the Emergency Planning College in Easingwold, York. Allan’s intention is continue his studies to degree level. Allan is passionate regarding resilience in all forms and maintains a keen interest in developing models of management to support continuity and operational systems.

ANTHONY BURTON
Counter Terrorism Security Advisor, Greater Manchester Police Counter Terrorism Branch

Anthony served for 12 years in the military prior to joining the police and was a former Detective Inspector (DI) having served 30 years with Greater Manchester Police. Most of Anthony’s service was spent in the CID and he worked in divisional crime operations, The Major Incident Team (M.I.T) investigating homicides, and the robbery squad dealing with armed robberies on cash in transit shipments, latterly he was the DI in the Force Drugs Squad as part of the Serious and Organised Crime Group in the Serious Crime Division. As the DI in the drugs squad Anthony sat on the Health Commission steering group for the introduction of the Health Act 2006. Anthony was a qualified Chemical and Drugs Liaison Officer and as such he was the manager for the Force Controlled Drugs Liaison Officers. He then moved over into the North West Counter Terrorism Unit Investigations team and worked on numerous terrorism investigations. Anthony moved over in 2008 to become a Counter Terrorism Security Adviser.  He holds the portfolio for security for the Olympic events in Manchester as well as Maritime Security. Anthony is the lead CTSA for Project Argus Health, Stadia and Media City at Salford.

ADRIAN CURRIE
Business Continuity Manager, County Durham and Darlington NHS Foundation Trust

Adrian has been practicing Business Continuity Management for a number of years both within the Public and Private sector working with organisations such as DWP, Balfour Beatty, Royal Mail, Durham County Council, QinetiQ, Thyssen Krupp and of course County Durham and Darlington NHS Foundation Trust.

PAUL HOLT
Director of Estates, Stockport NHS Foundation Trust

Paul has worked within the NHS as a construction professional for over 25 years in both the Acute and Mental Health environments. A recent graduate of the Lancaster Executive MBA programme, Paul was promoted to the position of Director of Estates at Stockport NHS Foundation Trust in September 2008. With broad operational and capital experience, Paul has extensive experience in the management of Governance/Assurance data through complex Service Level Agreements as both a provider and receiver of information.  Operating at a strategic level within the Acute Trust, Paul is heavily involved in the development of a sustainable Estates Department that offers a safe, cost effective, value for money service.

RUSSELL JAMES JP, LLB, MA, BSc, MSC, MIFireE
Emergency Preparedness, Fire Risk and Safety Manager, Stockport NHS Foundation Trust

After leaving the British Army, Russ joined Greater Manchester County Fire Service in 1979 where he progressed through the ranks in both operational and fire safety roles.  Between 1996-99, he was seconded to the Fire Service College as the Divisional Commander for national fire safety training. The next seven years were spent working as Head of People Development before becoming Area Commander for fire safety in 2006. During all of that time Russ held strategic incident command responsibility and took charge of many major incidents. On retiring from the Fire and Rescue Service in 2010 Russ commenced his current position as the Emergency Preparedness, Fire Risk and Safety Manager for Stockport NHS FT. Russ is married with two adult sons and is passionate about sport, particularly rugby.  In his very limited spare time, he is also a Magistrate for the City of Manchester.
