HTM 2025 has been substantially revised to reflect current guidance; HTM 03-01 is a comprehensive document covering- design, validation and operational management. Providing the correct air quality at the correct temperature is a costly business and now with the Energy Performance of Buildings (Certificates and Inspections) Regulations 2007 there are potentially further costs and requirements to have your cooling plant inspected by an Accredited Energy Assessor. About the Speakers

HOWARD JACKSON
Chairman of the Estates TAG and Assistant Director – Estates Operations, Lancashire Teaching Hospitals NHS Foundation Trust

Howard is Assistant Director – Estates Operations for Lancashire Teaching Hospitals NHS Foundation Trust.  He has been employed in the Health Services since 1974.  Howard is a member of both the Chartered Management Institute and British Institute of Facilities Management and is registered with the Engineering Council.  He is the Chairman of the Northern NHS Estates Training Advisory Group and is also an active member of the Northern NHS Facilities Management Training Advisory Group and member of the Professional Advisory Group.

MALCOLM THOMAS
Consulting Engineer, Leeds

Malcolm is an independent consultant specialising in healthcare ventilation. Appointed “Subject matter expert (Ventilation)” for the Department of Health. Lead author of Health Technical Memorandum HTM 03-01: Specialised Ventilation for Healthcare Premises (2007) and the previous version HTM 2025 (1994). Originator of the positive pressure lobby / neutral pressure isolation room concept and lead author of HBN 4; Supplement 1; Isolation Facilities in an Acute Setting; a new standard for ward isolation rooms.  Initiator of the companion research project into air movement in isolation facilities at the Building Services Research and Information Association (BSRIA).  Currently working with the Department of Health to further develop isolation room concepts and design solutions in healthcare facilities. Visiting Lecturer University of Leeds and director of the “Specialised Ventilation in Healthcare Premises” course.  Academic board member, speaker and examiner of the post graduate courses for Pharmacists at the University.  Speaker on the Health Protection Agency (HPA) “Diploma in Healthcare Infection” post graduate course at Eastwood Park, Falfield. Member of the Hospital Infection Society (HIS). Fellow of the Institution of Healthcare Engineering and Estate Management (IHEEM).

CRAIG MACKINTOSH M.A., M.Sc (Oxon), DipHIC
Principal Clinical Scientist, Wirral University Teaching Hospitals NHS Foundation Trust

In 1974 Craig joined the MRC Air Hygiene Unit, Cross-Infection-Reference Laboratory, Colindale, under Dr Owen Lidwell, who was then conducting the international study to prove the value of ultra-clean air in major joint replacement surgery. After Dr Lidwell retired, he was taken onto the staff of the Central Public Health Laboratory (now Health Protection Agency) and, with Mr Peter Hoffman, formed the newly-created Hospital Hygiene Unit (HHU), within the Division of Hospital Infection. A mainstay of the work of the HHU was the investigation of infection problems associated with operating theatres. This led, in turn, to the commissioning of new theatres and investigations into theatre design for the NHS Estates Division. Craig has been an advisor to the DoH on guidance concerning operating theatre ventilation systems (from DV4 to HTM 03-01), from a control of infection standpoint. In 1989 came the chance to return North and a job at the “sharp end”, in order to gain wider experience in Medical Microbiology and Infection Control within a typical District General Hospital but he maintains a special interest in aerobiology and ventilation systems and undertakes validation testing on behalf of many Trusts in the North of England.

RICHARD HOBSON
Consultant Microbiologist, Leeds Teaching Hospitals NHS Trust

Richard Hobson qualified in medicine in London in 1988. After various general training posts he worked as a Medical Officer in Antarctica, before commencing postgraduate training in medical microbiology. During his microbiology training he developed clinical and research interests in mycology, and he completed his training by submission of a PhD on the molecular biologyof the Candida albicans cell wall. Currently he is a Senior Clinical Lecturer at Leeds University, where he is responsible for teaching microbiology to medical students, and Consultant Microbiologist at Leeds Teaching Hospitals NHS Trust, where he is a clinical microbiologist and head of mycology.

PHILIP ASHCROFT CEng MIMechE MIET
Principal Buildings & Facilities Management Services Engineer, Department of Health, Leeds

Philip Ashcroft is Principal Buildings & Facilities Management Engineer with the Estates & Facilities Division at the Department of Health. He has the policy lead on specialised ventilation, hot and cold water systems, lifts and pneumatic air tube systems at the Department of Health for the NHS in England, and is responsible for providing advice, guidance and support to Ministers and to health and social care commissioners and providers in England on these subject areas.

Philip also works closely with the Principal Engineer and the Sustainable Development Programme Manager on Energy & Sustainability policy matters for the Department. This includes providing advice, guidance and support on carbon reduction related legislation such as the Energy Performance of Buildings Directive, as implemented in England.

Philip joined the Department of Health in March 2008 after 25 years with Yorkshire Water in various engineering roles. Philip also worked in the pharmaceutical industry for 4 years prior to his career in the water industry.

Philip is a Chartered Member of the Institute of Mechanical Engineers and a Member of the Institute of Engineering Technology.
