The conference will provide an overview of LEGISLATION affecting ESTATES SERVICES in health care premises and the challenges surrounding the risks faced by DIRECTORS and HEADS of ESTATES and FACILITIES within the NHS.

Are you aware of the level of RISK associated with ESTATES SERVICES within your organisation and are you able to present identified risks that can be easily understood at all levels within your organisation?  Using a tried and tested RISK MODEL designed for the NHS in partnership with Loughborough University, the conference will demonstrate using practical examples, how to undertake a risk gap analysis which will enable Senior Managers and Trust Boards to better understand and target often limited resources towards the elimination of identified estate risks.

Are your Operational Estates staffing levels acceptable, or do you believe they are inadequate to deliver the level of service required? The conference will offer a manpower gap analysis tool which will enable Estates Managers to quantify optimum staffing levels to meet ever increasing demands arising from legislation and guidance. Speakers will explain how historical data can be used to identify the level of increased risk in a simple format that can be used to determine the resources required.

Risk assessment solutions designed to cover a range of risks to the Estates will be presented and to compliment the main theme of risk management, the Health and Safety Executive will inform the audience of the national H&S agenda targeted at the NHS and of their expectations of Managers with specific responsibility for Estates Services in the NHS.

THIS CONFERENCE WILL BE OF INTEREST TO ALL ESTATES AND FACILITIES PROFESSIONALS INVOLVED IN RISK MANAGEMENT ASSOCIATED WITH ESTATES OPERATIONAL SERVICES, CAPITAL DEVELOPMENTS AND HEALTH AND SAFETY.

ABOUT THE SPEAKERS

HOWARD JACKSON
Chairman of the Estates TAG and Facilities Manager, Lancashire Teaching Hospitals NHS Trust

Howard is Facilities Manager for Lancashire Teaching Hospitals NHS Trust.  He has been employed in the Health Services since 1974.  Howard is a member of both the Chartered Management Institute and British Institute of Facilities Management and is registered with the Engineering Council.  He is the Chairman of the Northern NHS Estates Training Advisory Group and is also an active member of the Northern NHS Facilities Management Training Advisory Group and member of the Professional Advisory Group.

MRS CATHERINE WILLARS

HM Inspector of Health & Safety, Manchester

Operational Inspector with significant experience of inspection and investigation work in the health care sector.

MELYVN LANGFORD, MSc, BSc, CEng, MIMechE, MCIBSE

Melvyn has been employed by the NHS for over 30 years. In this time he has developed a demonstrable career progressing from assistant engineer at Middlesbrough General Hospital, through the ranks (and numerous reorganisations) to Estates & Facilities manager at a number of Trusts.  In 1997 he was invited by NHS Estates to undertake research and provide managerial consultancy services via ‘process consultation’ techniques relating to aspects of day-to-day operational risk. This success led to the partnering with Loughborough University’s Centre of Risk and Hazard Management section under their Management Department in order to further develop the research. This research over the years has centred on the design and implementation of a practical four stage risk model specifically for use within NHS Trust estates departments, but due to its success the model has now moved into full facility management and beyond.  Due to the civil service arms length review decision to close NHS Estates, Melvyn is now effectively doing the same as he did whilst at NHS Estates but as an independent consultant whilst still continuing with the research at Loughborough University.

Peter is a qualified professional engineer and Chartered Health & Safety Practitioner, specialising in property matters including Health & Safety and Risk Management.  Peter’s main career path has been via estates departments within the NHS, holding various positions to Trust Operation & Maintenance Manager.  Peter is currently a joint partner in a consulting practice providing advice on property matters, estate maintenance, health & safety, risk management and training to both NHS Trusts and NHS Estates [as was]. He is the main contributing author to the NHS Estates Standard [A risk based methodology for establishing and managing backlog].
