There are several key themes that have been identified for sustainable development practice across the U.K.  These are sustainable consumption and production; about getting more for less, climate change and energy, natural resource protection and environmental enhancement; about biodiversity and sustainable communities; the context in which buildings exist and support for community cohesion. 

What does all this sustainable development mean for health?

Health and wellbeing is related to a range of factors not just the individuals, but the community they live in, the economic status, the local environment and social environment.  All these impact on public health.  NHS resources do have a serious impact on local economic social and environmental conditions; this influences significantly the health of the local population, which then influences the demands on local health services.  Improvement in all of these areas can reduce demand for health services.  This in turn, can improve capacity to provide quality services, which improves the health of the local population, whilst putting less strain on resources.  The built environment has a huge impact on the health of the population.  Using resources efficiently, having buildings that are energy and water efficient reduces the cost involved in running a building and frees up resources to be used elsewhere.  Key resource efficiency issues are carbon, energy, water, construction materials and construction waste, which is particularly significant during a major capital investment programme.  Carbon reduction is a ministerial target.   The NHS has a target of a 15% cut in energy efficiency by 2010, and a carbon saving of 0.15 million tonnes, however it is unlikely that this will be achieved unless we embrace new initiatives, particularly the use of renewables and CHP.  Health buildings figure significantly in U.K. emissions, with a significant percentage of their carbon emissions dominated by heating and hot water.  Efficiency in these areas still needs to be addressed, but there are great opportunities for energy improvement.  Sustainable development has become increasingly high profile. THE E.U. AND MEMBER STATES are rising to this challenge and are requiring action by means of legislation and action plans on Government Bodies and their Public Sector Organisations.  The DH EFD are addressing this agenda on behalf of the NHS by producing advice and guidance through health technical memorandum and by reviewing and redeveloping the NEAT software tool.  This will be shared at the Conference.

Several innovative schemes have already been piloted and more are underway in the NHS.

Speakers are happy to share these practical exemplars and experiences with a wider NHS audience for the benefit of all.

ABOUT THE SPEAKERS

HOWARD JACKSON,
Chairman of the Estates TAG and Facilities Manager, Facilities Manager, Facilities and Services Directorate, Lancashire Teaching Hospitals NHS Foundation Trust
Howard is Facilities Manager for Lancashire Teaching Hospitals NHS Foundation Trust.  He has been employed in the Health Services since 1974.  Howard is a member of both the Chartered Management Institute and British Institute of Facilities Management and is registered with the Engineering Council.  He is the Chairman of the Northern NHS Estates Training Advisory Group and is also an active member of the Northern NHS Facilities Management Training Advisory Group and member of the Professional Advisory Group.

LORRAINE BRAYFORD,
Programme Manager - Sustainable Development, Department of Health Estates and Facilities Division, Finance and Investment Directorate, Quarry House, Leeds
Lorraine joined NHS Estates (an Executive Agency of the Department of Health) in September 1994.  In May 2005, she transferred to the Estates & Facilities Division of the Department of Health.  Lorraine is a Team member of the Engineering, Technical and Environment Team; involved with formulating policy on sustainable development for the NHS in England and responds to Ministerial and Parliamentary requests for information; and provides advice and guidance to the NHS, and partners to the NHS, on sustainability issues.  Lorraine is involved with Ministers/Ministers for Sustainable Development, Department of Health, and Other Government Departments.  A member of Inter Departmental Liaison Groups to maintain an awareness of forthcoming Government requirements and initiatives and to ensure the NHS is fairly represented.  Reviewing and responding on behalf of the NHS on consultation documents on matters that affect the NHS estate. Of particular importance is acting as a focal point for the NHS for queries/information sharing.  Develops guidance and tools as a Framework to assist the NHS meet requirements i.e. New Environmental Strategy for the NHS; guidance Sustainable Development in the NHS; and NHS Environmental Assessment Tool.  Identifying and promoting funding for specific projects and initiatives to assist the NHS to meet their environmental aims and objectives; i.e. Waste Strategy and Minimisation & Prevention projects; NHS Environmental Assessment Tool; Water Conservation; Energy Efficiency etc.  Lorraine spent 15 very formative years in the capital planning section of Barnsley Health Authority.   Moved to Social Services Department, and the private sector, in estates related functions, but particularly in registering, inspecting and monitoring performance and standards in Local Authority and private residential care homes for adults and children.

TERRY FINCH
Department of Health Estates and Facilities Division, Procure 21 Team, Quarry House, Leeds
Terry was the Branch Chairman for Hefma North West and Hefma National Treasurer for 10 years.  He is a staunch advocate of Energy conservation and was part of the team winning the first National prize in 1980, which saved £100,000 for his trust.  He is an early adopter of technology advances, which show benefits for the service.  He lists being on the starting line with condenser boilers, plate heat exchangers and waste heat recovery systems amongst other systems when they first became available. He believes that implementing early training and sharing best practices with lessons learned are key issues to make any scheme a success. The latter was the theme at the full house, first Procure21 North West conference in Blackpool last year and at Manchester United Conference centre this year– so someone must agree! P21 has sustainability as one of its main drivers and with access to over 70 schemes in the North he regularly presents on best practice design and sustainability construction ideas across this patch at network groups.  Terry has worked at 4 NHS Trusts over many years in the NHS.  He was educated at Preston Polytechnic, Salford University and recently completed the Post Grad diploma in Project Leadership at Lancaster University.  He has worked at the DOH for the past 5 years on many capital projects, most recently with the Procure 21 team as an implementation advisor.

CHRIS HOLME
Principal Engineer, Department of Health Estates and Facilities, Engineering Team, Quarry House, Leeds.
Chris is Principal Engineer for the Estates and Facilities Division of the Department of Health.  He joined the Engineering team of “NHS Estates” in Leeds over five years ago having moved across from his role as a strategic advisor in the northern division of England.  Prior to that, he has been a Director of Estates and Facilities in Carlisle and going further back, a District Engineer, Project Director and Site Engineer.  A total NHS service of over 27 years.  In his Principal Engineer role for the Department of Health he manages the engineering team on a day to day basis and takes a lead on emergency preparedness, technical guidance, electrical matters including resilience, safety and more recently technical support for the DH energy/carbon capital fund.  He is significantly involved with the HTM “Review” programme and implementing awareness of recent IEE wiring regulation changes and other legislation from both Europe and the UK.  Chris has always held an interest in energy and the development of performance standards and in particular their application to the healthcare sector environment.
