Chairman of the Estates TAG and Facilities Manager, Lancashire Teaching Hospitals
Howard is Facilities Manager for Lancashire Teaching Hospitals NHS Trust. He has been employed in the Health Services since 1974. Howard is a member of both the Chartered Management Institute and British Institute of Facilities Management and is registered with the Engineering Council. He is the Chairman of the Northern NHS Estates Training Advisory Group and is also an active member of the Northern NHS Facilities Management Training Advisory Group and member of the Professional Advisory Group.
UK Fire Product Marketing Manager, ADT Fire and Security plc
Peter’s first taste of fire was as a young NCO in an infantry battalion when Peter was given a Green Goddess fire engine to play with during the first fire service industrial action. “We did our best but usually got it hopelessly wrong!” On leaving the Army after 16 years service, he joined Nottinghamshire Fire Service as an operational fire fighter. During this time, he also trained as an underground fire fighter as part of a mines rescue team and later became an offshore survival instructor for the oil industry. Within the fire systems industry, Peter has worked as an engineer, design engineer, been in sales, channel management and with ADT as the UK Fire Product Marketing Manger for the last 6 years. Peter serves on the Marketing Strategy Group and Installers and Maintainers Committee of the BFPSA. He is a peer reviewer for De Monfort University for all written submissions (worldwide) relating to heritage fire issues and has also assisted as an industry advisor to the CFOA on the implementation of their policy to reduce false alarms.
Risk Management Adviser – Fire Policy Lead, Estates & Facilities Division, Finance & Investment Directorate, Quarry House, Leeds.
Paul Roberts is Risk Management Adviser for the Estates & Facilities Division, working in the Finance & Investment Directorate at the Department of Health. He is the policy lead on fire safety for the Department of Health, and is responsible for providing advice, guidance and support in respect of Fire Safety and estate related Health and Safety for the NHS in England to both Ministers and the NHS. His role is central to the development of Firecode. Paul joined the NHS in 1985 as Fire Safety Advisor / Health & Safety Advisor with the Burnley, Pendle and Rossendale Health Authority. He was responsible for policy development, provision of advice, training, inspections and risk assessments. He was also an Inspecting Officer for the East Lancashire Health Authority (Registration and Inspection Unit) on Nursing Home inspections. Paul served for 20 years as a Retained Fire-fighter in Lancashire, 13 of which were as Station Commander. He is a Chartered Member of the Institute of Occupational Safety and Health, a Graduate Member of the Institution of Fire Engineers and a Member of the International Institute of Risk and Safety Management. He is chair of the Department of Health National Fire Policy Advisory Group.
Director of Fire Engineering, BRE (Building Research Establishment)
David is Director of Fire Engineering at BRE Fire Safety (formerly known as FRS). He has 20 years of fire safety experience. Prior to joining BRE, he was a Director of Arup Fire responsible for projects including: SHTM 86 Fire Risk Assessment in Hospitals, Channel Tunnel Rail Link (CTRL) and the City of Manchester Stadium. Previously he was Chief Engineer and Manager, Fire and Safety at NHS Estates, Department of Health where he was responsible for policy advice to Ministers and the FIRECODE suite of guidance. Prior to this, he was a Senior Fire Risk Assessment Engineer with the UK Atomic Energy Authority. In 2005, David became International President of the Institution of Fire Engineers. He was appointed Visiting Professor in Fire Risk Analysis at the University of Ulster in 2003. He chairs British Standards Committee FSH/24 and European Task Group CEN/TC127/TG1 on Fire Engineering and is UK expert to ISO/TC92/SC4/WG10 on Fire Risk Assessment. In 1994, David was awarded a PhD in Fire Growth and Smoke Movement in Tunnels. He was also responsible for the quantitative fire risk assessments of London Underground stations following the King’s Cross fire and Tartan Alpha following the Piper Alpha disaster. He has published a large number of papers and articles on fire engineering.
Fire and Safety Officer, Luton & Dunstable NHS Trust
Alan has been involved with public and private fire safety services for over 36yrs. Alan served with the Hertfordshire Fire Service at a number of County Stations until retirement in 1992. Alan Joined the National Health Service as a Fire Safety Officer based at the Luton and Dunstable NHS Acute Hospital Bedfordshire. Alan served as National General Secretary for the National Association of Hospital Fire Officers for 2 years and continues to hold the post of Chairman of the Thames Branch of the now re-branded National Association of Healthcare Fire Officers. He has also been a NEC member for 10 years. Alan has been developing a project to review staff and patient smoking policy and was awarded the NAHFO Roy Cox scholarship for 2005 to present best practice in smoking policy risk assessment, taking the best from others who have implemented smoking controls inside and outside the United Kingdom.
Fire Safety Consultant – Proprietor of F.S.T.S. Fire Safety & Training Services
Malcolm joined the Fire Service in the early 1970’s and served within the Northumberland Fire & Rescue Service and Hertfordshire Fire Brigade to Station Officer level until an injury enforced retirement in late 1992. He immediately secured a position as a Fire Safety Advisor within the NHS in Durham with responsibility for Fire Safety for over eighty sites throughout the County. These sites were both Acute and Mental Health Units. In 2000 Malcolm reviewed his position, left the N.H.S. and formed his own small Fire Safety Management and Training Company. This proved to be a very satisfactory move and he has now worked in various areas of the country and provided extensive services to the N.H.S., Industry, Commerce and Healthcare Industries by way of Fire Risk Management, Risk Assessment and Training Services. He has been a member of the National Executive Committee of The National Association of Healthcare Fire Officers (N.A.H.F.O.) for over 12 years, is Chairman of the North East Branch and served as National Chairman from 2002 to 2004.
He has been extensively involved in the organisation, tutoring and provision of the Fire Safety Management Courses run by N.A.H.F.O. and is now National Treasurer of the Association and is an active member in the promotion of Fire Safety within Healthcare
