“WASTE MANAGEMENT IN THE NHS”

80 people attended the “WASTE MANAGEMENT IN THE NHS” one-day event held on the 28th April 2006 at Wrightington.

It was an excellent day with excellent speakers.

The speakers, from a variety of backgrounds focused on legislation, financial pressure and environment and how waste specialists both inside and outside the NHS can contribute.  They explored the change process required to move from the practice of waste disposal to waste management.  Current strategies that are adopted by NHS Trusts when trying to achieve “best practicable environmental option” were examined, together with the challenges faced by NHS managers in the implementation of these strategies.

Is your Trust waste generation an ever increasing pressure and difficult to control? Are you familiar with the latest legislation and re-use/recycling initiatives? Everyone in a Trust generates waste. How to manage that waste however, often falls within the remit of one individual.  The Department of Health “NATIONAL STANDARDS, LOCAL ACTION” published in 2004, requires an annual assessment, to ensure that the prevention, segregation, handling, transport, and disposal of waste is properly managed so as to minimise risks.

Armed with the right resources, managers can meet the challenge of ever changing legislation, increasing costs and help to maintain a healthy environment, an important aspect of healthy living.

This conference brings together speakers from a variety of backgrounds to focus on legislation, financial pressure and environment and how waste specialists both inside and outside the NHS can contribute. We will also hear from those who have to work in areas managing waste from the point of production.

The conference speakers will explore the change process required to move from the practice of waste disposal to waste management. Current strategies that are adopted by NHS Trusts when trying to achieve BEST PRACTICABLE ENVIRONMENTAL OPTION are examined, together with the challenges faced by NHS managers in the implementation of these strategies.

Of particular importance are the new Hazardous waste regulations 2005 and the accompanying guidance on the safe management of Healthcare waste.

THIS CONFERENCE WILL BE OF SPECIAL INTEREST TO ESTATE AND FACILITIES MANAGERS AND OFFICERS; HEALTH & SAFETY, RISK AND HOTEL SERVICES MANAGERS AND INFECTION CONTROL OFFICERS.

The cost of attending the conference is £100.00 per person.  This includes attendance at the conference, course handouts, coffee/tea on arrival, mid morning coffee/tea and biscuits, buffet luncheon and afternoon tea/coffee and biscuits.

ABOUT THE SPEAKERS

HOWARD JACKSON,

Chairman of the Estates TAG and Facilities Manager, Lancashire Teaching Hospitals
Howard is Facilities Manager for Lancashire Teaching Hospitals NHS Trust.  He has been employed in the Health Services since 1974.  Howard is a member of both the Chartered Management Institute and British Institute of Facilities Management and is registered with the Engineering Council.  He is the Chairman of the Northern NHS Estates Training Advisory Group and is also an active member of the Northern NHS Facilities Management Training Advisory Group and member of the Professional Advisory Group.


LORRAINE BRAYFORD,

Programme Manager, Sustainable Development, Department of Health Estates and Facilities Division
Lorraine joined NHS Estates (an Executive Agency of the Department of Health) in September 1994.  In May 2005, she transferred to the Estates & Facilities Division of the Department of Health.  Lorraine is a Team member of the Engineering, Technical and Environment Team; involved with formulating policy on sustainable development for the NHS in England and responds to Ministerial and Parliamentary requests for information; and provides advice and guidance to the NHS, and partners to the NHS, on sustainability issues.  Lorraine is involved with Ministers/Ministers for Sustainable Development, Department of Health, and Other Government Departments.  A member of Inter Departmental Liaison Groups to maintain an awareness of forthcoming Government requirements and initiatives and to ensure the NHS is fairly represented.  Reviewing and responding on behalf of the NHS on consultation documents on matters that affect the NHS estate. Of particular importance is acting as a focal point for the NHS for queries/information sharing.  Develops guidance and tools as a Framework to assist the NHS meet requirements i.e. New Environmental Strategy for the NHS; guidance Sustainable Development in the NHS; and NHS Environmental Assessment Tool.  Identifying and promoting funding for specific projects and initiatives to assist the NHS to meet their environmental aims and objectives; i.e. Waste Strategy and Minimisation & Prevention projects; NHS Environmental Assessment Tool; Water Conservation; Energy Efficiency etc.  Lorraine spent 15 very formative years in the capital planning section of Barnsley Health Authority.   Moved to Social Services Department, and the private sector, in estates related functions, but particularly in registering, inspecting and monitoring performance and standards in Local Authority and private residential care homes for adults and children.


NIGEL HOMER,

Environment Agency
Nigel is currently a Technical Advisor, dealing with Hazardous Waste Regulations nationally. He is based at Birchwood, Warrington. Worked in Waste Regulation, more specifically Hazardous Waste and Transfrontier Shipment Regulations for over 10 years with the Environment Agency.  Before that, Nigel worked with the Greater Manchester Waste Regulation Authority.


MARTIN KIERNAN,

Infection Control Officer, Southport & Ormskirk Hospital NHS Trust
Martin is Nurse Consultant in Prevention and Control of Infection at Southport & Ormskirk NHS Trust. He has worked in the field of infection control for a total of fifteen years in Hospital, Community and Public Health.  Martin trained at the Medway Hospital in Kent and than undertook specialist orthopaedic training at the Royal National Orthopaedic Hospital. He then worked as a Charge Nurse at Tameside General Hospital in Lancashire in orthopaedics, accident and emergency and theatres, moving into Infection Control in 1990. Has completed a Masters Degree in Public Health at Birmingham University. He has served as Co-ordinator of the North-West Regional Group of the Infection Control Nurses Association, the ICNA National Conference Organising Committee and is an ex-council Member of the Tissue Viability Society. He has published on subjects such as wound infection, risk management, IV care, decontamination procedures, and sharps safety.  Professional interests include wound management, environmental hygiene, use of computers in infection control and the adoption of a common sense, practical approach to the subject.


TREVOR LOFTUS,

Physical Risk Manager, Lancashire Teaching Hospitals NHS Foundation Trust
Trevor is the Physical Risk Manager for Lancashire Teaching Hospitals NHS Trust.  He is a relative newcomer to the health service, having spent twenty-six years in the Royal Air Force and latterly six years as a health and safety advisor in industry.  During his RAF service he commanded an RAF Mountain Rescue Team for many years and became involved in accident investigation for both aircraft crashes and mountaineering incidents of all types.  Later he became the RAF specialist advisor on the carriage of dangerous goods by road before finishing his RAF career teaching leadership and management.  On leaving the service he became health and safety advisor to a large engineering company in Preston before moving to the same post for a company who install electronic security systems in such diverse areas as: nuclear power stations, motorway tunnels and bridges and railway systems. He holds a masters degree in Health and Safety Law and in Environmental Law, is a corporate member of the Institution of Occupational Safety and Health and is a Registered Safety Practitioner.


STEPHEN LYALL,

Waste Minimisation Officer, Lancashire Teaching Hospitals NHS Foundation Trust
Stephen Lyall has been working in the Healthcare Environment for the past four years in the area of Wastes management. In that time he completed a Masters Degree in Environmental Protection from Salford University. His formal qualifications are in Chemistry and Education. Prior to this Stephen worked in the Australian Mining Industry for 15 years as an Extractive Metallurgist. Stephen’s main waste interests are in the marketing, communicating and development of waste minimisation and recycling schemes in the established working environment. It is a team effort and everyone; even the patients can be involved.


PAUL MARTIN,

Business Development Manager, Centrol Recycling Group.
Paul has worked in the waste industry for ten years, initially involved in special waste disposal, later becoming depot manager for a clinical waste disposal company.  He joined the sales team at Centrol in 2004 to develop the increasing opportunities now available for waste recycling within waste management in the North West.


NEIL STEWART,

DGSA Officer, Envirogreen, Regus House, 268, Bath Road, Slough, Berks
Neil Stewart is a founder director of Envirogreen and has worked in the waste industry for the past 12 years. He is a qualified Dangerous Goods Safety Advisor and has acted as a consultant advising many public and private sector organisations on their hazardous waste management.  Envirogreen has been a registered special waste carrier for over 12 years with extensive experience in many areas of hazardous wastes including laboratory chemicals, pharmaceuticals, other CoSHH wastes (paints / solvents etc) and more recently wastes classed as hazardous following the Introduction of the European Waste Catalogue by Hazardous Waste Regulations 2005 including fridges, fluorescent tubes, CRT's and batteries.


AMY TRONER

Senior Recycling/Waste Management Officer, Preston City Council, Town Hall, Preston
Amy Troner is originally from Miami, Florida.  She has degree in art history and curated for a Florida historical museum before moving to England.  Once here, Amy became very involved with the Lancashire Wildlife Trust and received a grant to do full time recycling education work in schools. Her passion for recycling and helping and the community convinced her to make a career change and she continued to do educational work and later operational work in the waste industry. Amy has been the Senior Recycling/Waste Management Officer with Preston City Council since August 2002.  In this capacity she played a key role in delivering innovative recycling solutions, which have increased the city's recycling performance by over 50% in two years and nearly doubling the outcome on statutory recycling targets.
In 2004 Amy received the MRW Recycling Officer of the Year Award
