The national decontamination strategy for modernising the provision of decontamination services, “National Standards - Local Delivery” was formally launched by the Department of Health in 2003 following a period of extensive consultation. The strategy has the support of ministers, senior management in the Department of Health (including the Chief Medical Officer), relevant Royal Colleges and the Microbiology Advisory Committee.
The main focus of the national strategy is on the use and decontamination of re-usable instruments. Decontamination is defined in the strategy as:
“The combination of processes (including cleaning, disinfection and sterlisation) used to make re-usable surgical instruments safe for further use on patients and handling by staff. This is primarily aimed at those re-usable instruments that are invasive by intent or could be invasive inadvertently. This includes endoscopes and their accessories.”
The Strategy proposes a wide-ranging set of standards for modernising the provision of decontamination services, and states that all NHS organisations should demonstrate the highest standards of decontamination services that have been attained. In particular, they are required to comply with the European Community Directive (Medical Devices Directive – 93/42/EEC by 31st March 2007.
From 31st March 2007, the DOH will, as a matter of policy, apply standards required by the E.C.Directives to all NHS Trusts undertaking reprocessing of their own instruments. This means that all organisations undertaking reprocessing of surgical instruments will be judged by the same standards, regardless of whether they are managed by the NHS, independent, or private sector.
The purpose of the conference is to assist Trusts in achieving a common level of understanding and awareness of the DOH requirements in order to provide a compliant service by March 2007.

ABOUT THE SPEAKERS
HOWARD JACKSON,
Chairman of the Estates TAG and Facilities Manager, Lancashire Teaching Hospitals
Howard is Facilities Manager for Lancashire Teaching Hospitals NHS Trust. He has been employed in the Health Services since 1974. Howard is a member of both the Chartered Management Institute and British Institute of Facilities Management and is registered with the Engineering Council. He is the Chairman of the Northern NHS Estates Training Advisory Group and is also an active member of the Northern NHS Facilities Management Training Advisory Group and member of the Professional Advisory Group.
TRICIA ANDERTON
Project Manager, Mersey JV Decontamination Project
Tricia Anderton joined the NHS in September 2004 as Project Manager for the newly formed Merseyside Joint Venture Decontamination Project after completing a full-time MBA at Manchester University. Previously worked in the private sector, 11 years with Imperial Chemical Industries where she gained experience as Global Project Manager and Global Contracts Manager for 2 IT outsourcing contracts worth over $80m. Tricia lives in Bolton, is married with two teenage daughters, and is passionate about Wigan Rugby League Football Club.
CAROL CALLISTER
Category Specialist – Surgical Instruments, NHS Purchasing and Supply Agency.
Carol Callister is the Category Specialist at NHS PASA for Surgical instruments. She is responsible for the national procurement strategy for surgical instruments and surgical instrument management systems and in this role is responsible for the current reusable surgical instruments framework agreement and is tendering for a single use contract due to start in April 2006. She has worked for the NHS for 3½ years and previously was the Purchasing Manager for a pipe work fabrication firm in Cheshire. Carol is CIPS qualified and has a degree in Business and Engineering from Heriot-Watt University, Edinburgh.
DR JOHN A KERRY
Consultant Microbiologist, Registered Authorised Person (Decontamination)
Dr John A. Kerry is a Registered Authorised Person (Decontamination) within the United Kingdom and provides independent auditing and advice on decontamination and sterilization, including the review and validation of all documentation. He has worked within the National Health Service for over twenty-five years and left in 2000 to form his own consultancy services. He originally qualified in Electrical and Electronic Engineering, but returned to university upon entering the Health Service some twenty-five years ago. He studied for a Degree and Fellowship in Medical Microbiology and was subsequently awarded a Doctorate from Trinity College. He is a Corporate Chartered Biologist within the Institute of Biology. His experience in the field of sterile supply is well recognised on an international platform. He won the 3M European Central Service Award for microbiological development on three separate occasions, and worked in America on the detailed examination of biological spores. He represented the University Hospitals Aintree, as a scientific and technical expert, on a visit to Russia to examine their facilities with a view to developing the production of medical equipment in Moscow, based on specifications prepared for the laser detection of bacteria in fluids. He also acted as an ambassador for the Trust when meeting the Russian trade delegation to the E.E.C. He was the guest speaker to the British Association of Operating Department Practitioners Conference in Bournemouth lecturing on the environmental impact and monitoring of waste anaesthetic gases, and he is also a part time lecturer to John Moores University in Liverpool, lecturing on; microbiology, sterilization, environmental design of clinical areas, Legionellae, preparation of risk assessments, COSHH regulations. He has written many papers on sterilization and was a contributing author in the publication of a book on “Operating Theatre Practice, which was published in December 1999. Frequent appearances as a guest lecturer at the National Health Authority Training School at Bristol are also made, where the topics include Microbiology, Biomedical Management, and Sterilization. His expertise in these specialist fields has enabled him to work in all countries, but in particular, was part of a team employed by the Department of Health in the United Kingdom researching the operational practices of decontamination and sterilization of medical devices and equipment. He regularly works in Southern Ireland and America as a Consultant Microbiologist to ten hospitals. He was also appointed to the St Helens bench of the magistrate’s court in 2004 and regularly sits as a magistrate.
ROB YATES
Directorate of Professional Support Services, Lancashire Teaching Hospitals NHS Foundation Trust
Rob is a Pharmacist by profession and a qualified person under EC Regulations. He has spent, prior to his current role, 25 years in the Pharmaceutical Hospital manufacturing and Aseptic Services as far as the background in theory and practice of Sterilisation and Decontamination. Part of his current role is Decontamination lead for the Trust and also Technical lead for the Department of Health Lancashire and North Sefton joint venture Decontamination Project.
BRIAN O’MALLEY,
General Manager for Public Sector and Healthcare at Intuition Limited
Brian is General Manager for Public Sector & Healthcare at Intuition, a professional education company specialising in eLearning and Blended Learning solutions. Brian has managed the development and delivery of the NHS National Decontamination Training Programme, and building on the success of this programme has recently delivered the National Infection Control Training Programme, which will be rolled out to all 1.3 million staff in the NHS. Both programmes are sponsored by the Department of Health in England. Intuition was founded in 1985 as one of the first large-scale CBT providers, supplying advanced professional-level computer-based training. It has grown to become the market leader in a number of key segments including financial services and healthcare education.
CHRIS O’BOYLE
NHS Commercial Programme Director, National Decontamination Team
Chris has been leading the commercial decontamination programme for over three years and helped draft the National Strategy Document. Prior to that he worked in the private sector and has over 25 years experience at Executive Board level. He has considerable experience in leading and structuring PFI’s, PPP’s, major outsourcing deals and turn key projects. He worked overseas for eight and a half years in the Middle East.
DENISE POTTER,
Lead Nurse Infection Control, Barnsley Primary Care Trust
Denise qualified as a registered nurse in 1981 at the Queens Medical Centre Nottingham and worked in the field of neurosurgery and neuromedicine. She entered the specialism of infection control 19 years ago and has been in her current role as Lead Nurse Infection Control at Barnsley for 12 years. Her responsibilities cover both the acute foundation trust and the primary care trust. She has a particular interest in decontamination and was involved in writing the national NHS cleaning manual DOH 2004.
